I expect you would need to visit Korea, although I recall seeing them on Peter Dekker's old website. Whether he still sells them I am not sure.
I would be very interested in finding a source for prepared Korean bamboo shafts.
Perhaps Bluelake has some information.

True, Daniel. There were only about a dozen traditional fletchers still left when I got into KTA back in '93--a few new ones have started in the years since, but some of the older ones have retired/will retire. Fortunately, there are many people outside Korea who have taken it up, so the art will, almost certainly, never die. I wish I had the talent! However, the cost of living has also gone up dramatically here in Korea since I first got into KTA; because of that, the price of a bamboo arrow has followed suit. When I first got into it, I could get them for about $7 each; now, it is several times that.
i wish i could learn from one! i love making bamboo/cane arrows!
I start making bamboo arrows inspired from what i get from internet but i have a long way till i'll find more about making as they do . Those are the last I made:
Nice! Any more information about how/what you did to make them? How long are the feathers? I have 4" feathers on order, and plan to use 3, but I think 5" is more traditional right? Did you make that quiver and case? They are beautiful....
You can purchase straightened and heat tempered bamboo shafts from Ebay and make them into finished arrows:
